A public–private partnership has been formed to address the persistent underdevelopment that has plagued the South Central Alabama area, caused in part by an inadequate telecommunications infrastructure. In all partnerships, the partners provide assets that, when combined, contribute to the overall good.

A public–private partnership is unique because private organizations bring what they do best to the mix and public organizations bring what public organizations can do best. This public–private partnership was formed to eliminate the digital divide in the South Central Alabama District.
